The Safe Haven Counseling Center (SHCC) Institutional Review Board (IRB) is committed to ensuring the ethical and responsible conduct of research involving human participants. We oversee research protocols to safeguard the rights, welfare, and well-being of participants, in compliance with federal regulations and ethical standards.

    Dr. Angela K. Waggoner is a seasoned mental health professional with 10 years of experience in the field of counseling and clinical supervision. As a Licensed Professional Counselor-Supervisor (LPC-S) and Approved Clinical Supervisor (ACS), Dr. Waggoner specializes in providing state licensure supervision to aspiring counselors, guiding them through the intricate process of clinical development, ethical practice, and competency-building in the field.

    Dr. Waggoner is also a Nationally Certified Counselor (NCC) and has earned recognition as an Approved Clinical Supervisor by the National Board for Certified Counselors (NBCC). She has worked with a diverse range of supervisees, from those in their early careers to seasoned professionals seeking advanced clinical guidance. Her supervision approach combines evidence-based practices with a compassionate, client-centered philosophy, empowering her supervisees to cultivate their unique therapeutic styles while adhering to the highest ethical standards.

    With a deep commitment to professional development, Dr. Waggoner has presented at national and regional conferences on topics related to counselor education, ethical supervision, and mental health treatment.     Christina Garcia is an accomplished Licensed Professional Counselor (LPC) with a deep commitment to supporting the growth and development of graduate students in the field of mental health counseling. With a strong foundation in counseling theory and practice, Christina provides thoughtful and compassionate supervision to students working toward licensure, guiding them through the practical and ethical challenges of their clinical training.

    As a graduate student supervisor, Christina believes in fostering a safe, collaborative, and reflective learning environment. Her supervisory approach integrates a blend of evidence-based techniques and personalized mentorship, allowing students to refine their clinical skills, navigate complex cases, and build their professional identity. Christina is dedicated to helping her supervisees develop confidence, competence, and a strong ethical foundation as they prepare for the demands of the counseling profession.

    Having worked across a variety of clinical settings, Christina brings diverse experience to her supervision. She is passionate about empowering students to explore and apply therapeutic techniques with integrity and compassion, while also encouraging self-awareness and continued professional growth. Christina's goal is to ensure that each student is well-equipped to provide high-quality care to their future clients, while also developing their own unique counseling style.

Immigration Evaluations

Immigration Psychological Evaluations are specialized mental health assessments conducted by licensed psychologists or other qualified mental health professionals. These evaluations serve as supporting evidence in various U.S. immigration cases, providing insight into the emotional, psychological, and mental health conditions of individuals involved in legal proceedings.

    • Spanish Speaking: Freddy Chacon (Virginia) or Oraleyda Rivas (Texas)

    • English Speaking: Angela Waggoner (Texas, Virginia, Louisiana, or Florida)

  • An immigration psychological evaluation is a detailed written report that assesses an individual’s mental and emotional state in the context of an immigration case. These evaluations are typically submitted to immigration courts or agencies to support a legal claim.

    1. Asylum and Refugee Cases

      • Evaluates psychological impact of trauma, persecution, or violence.

      • Assesses PTSD, depression, and anxiety related to past experiences.

    2. Hardship Waivers (I-601, I-601A, I-212)

      • Focuses on the extreme psychological hardship that a U.S. citizen or permanent resident would suffer if a loved one is deported or denied entry.

    3. U Visa (Victims of Crime)

      • Documents the emotional and psychological impact of qualifying criminal activity (e.g., domestic violence, sexual assault).

    4. T Visa (Victims of Human Trafficking)

      • Evaluates the trauma and mental health effects caused by human trafficking.

    5. VAWA (Violence Against Women Act) Petitions

      • Documents abuse (physical, emotional, psychological) by a U.S. citizen or LPR spouse or family member.

    6. Cancellation of Removal

      • Demonstrates how removal would cause exceptional and extremely unusual hardship to a U.S. citizen or LPR family member.

    • Clinical interviews (often 1–2 sessions)

    • Psychological testing (if necessary)

    • Review of medical or mental health history

    • Assessment of emotional/psychological functioning

    • Trauma assessment (when relevant)

    • DSM-5 diagnoses (if applicable)

    • Impact of immigration-related issues on mental health

    • Prognosis and treatment recommendations

    • Expert opinion supporting the legal claim

    • Licensed Clinical Psychologists (Ph.D. or Psy.D.)

    • Licensed Clinical Social Workers (LCSW)

    • Licensed Professional Counselors (LPC)

    • Psychiatrists (less common, usually focus on medication management)

    Note: Immigration courts often give more weight to evaluations conducted by doctoral-level clinicians.

    • Interviews: 1–3 hours (may be split into multiple sessions)

    • Report Writing: Typically 1–2 weeks

    • Rush services: Is available for an additional fee. The report will be provided within 48 hours of the final session.

    • $1500

      • Includes session fee for up to 3 hours or 3 sessions.

        • Additional sessions are $200/session.

      • Includes basic evaluations

        • Additional and more detailed evaluations are $150/evaluation

          • This does not include session fees for the clinician who is completing the evaluation

      • Includes the report

        • Rush services are available for an additional fee of $500

  • Evaluators often work with interpreters and are trained in trauma-informed care and culturally competent practices.

    • Work with an immigration attorney who can refer you to a trusted evaluator.

    • Choose someone with experience in immigration evaluations.

    • Be open and honest during your interview.

    • Bring relevant documents (medical records, court documents, etc.).

Educational Assessments

Section 504/Special Education Assistance

Do you find the Section 504 or Special Education process for your child overwhelming, and need help navigating the school’s system of services available to your child? Would you like an objective review of his/her records and guidance for establishing an effective partnership with your child’s education system from an experienced and knowledgeable educational professional? 

 Records review and consultations start at $300 ($100 per hour/3-hour minimum).

Functional Behavior Assessments

Do you experience difficult behaviors with your child at home or in other settings? You may need a Functional Behavior Assessment (FBA).

An FBA consists of four steps:

1. Define the challenging behavior.

2. Gather and analyze information;

3. Find out the reason for the behavior

4. Make a Behavior Intervention/Support Plan (*if necessary)

Functional Behavior Assessments start at $500. Provided by James Frost.
